Social welfare and community plays an important role in improving public welfare through professional social development and strategic responsible partnership. Its objective is to create a loving community and one which is equipped basic needs. This will be carried out through community development encompassing attitude change and increase of independence.

Agencies which provide assistance from various aspects including morale, advice and life capability are further discussed below. These include those manage by government and non-profit organisation run by volunteers.

Main agnecy which plays the important role is  Department of Social Welfare Melaka.



The Community Development Department also known as KEMAS is an extension of the Adult Education Division established in 1961 through cabinet paper No. 385/25/60 of which is main focus is to the “Combat Illiteracy” program.

The movement to eradicate illiteracy was then upgraded in 1977 with the introduction of the ‘Functional Literacy’ concept by UNESCO to develop the rural community.

Objective

The Baitulmal in generally described as a house of property or treasury managing all financial sources and property belonging to Muslims.

The main responsibility of the Baitulmal is to manage belongings and financies owned and entrusted to the State Islamic Council including zakat, religious donation and other sources allowed by Syariah law to assists the Muslim community in the aspect of social-economic development and poverty eradication.

The Melaka Zakat Centre was established in 1996. Prior to this, all zakat affairs were handled and managed by the Computerised Zakat Counter (KZB).

The Melaka Islamic Council is entrusted through the Melaka Zakat Centre to carry out zakat management in terms of collection and distribution professionally, effectively and systematically. This is to ensure that zakat is one of the main catalysts of Islamic economy in Melaka.

The Women Affair’s Department was restructured on 1 July 2001 and renamed the Women’s Development Department. This department is under the jurisdiction of the Ministry of Women, Family and Family Development and executes development programmes and activities in line with the vision and mission of the Ministry.

On 1 March 2002, branch offices of the Women’s Development Department was established in 13 states except Sabah ands Sarawak.

To achieve equality between the genders as the main premise for community development towards the establishment of a developed nation.

To enhance the involvement of women as contributors to national development.

Objective

To enhance the potential of women to contribute more substantially to national development through the provision of support services and efficient and effective capacity building programmes.

Strategies
  • Provide assistance including advisory and guidance related to women issues.
  • Co-ordinate problem and obstacles solving programmes towards the development of women such as violence, discrimination, social problem and etc.
  • Execute programmes to improve the capacity of women in various fields.
  • Establish smart partnership with NGO through subsidisation of women development programmes under the Treasury Special Assistance Scheme.
  • Co-ordinate women development programs organised by government agencies and Non-Governmental Organisation (NGO).
  • Help improve women’s access to economy sources mainly financial, general knowledge and information technology.
  • Promote services to women offered by Women Development Department.
  • As a one-stop information centre about women services offered by Government agencies.
  • Co-ordinate, oversee and evaluate performances of programmes and activities organised by the Women Development Department including programmes jointly organised with Non-Governmental Organisation (NGO).
Women Service Centre (Rumah Nur)
Women Service Centre/House of Nur is one of the services offered by the Melaka Women’s Development Office. It serves as a reference, complaints, counselling and advice centre especially for women and families. The Women Service Centre/ House of Nur plays an important role in ensuring the success of activities and programmes related with to the solution of women and family issues. Women Service Centre/House of Nur also organises women development programmes such as courses/seminars/talks and skill improvement training through smart partnership with Non-Governmental Organisation (NGO) to achieve its objective.

Objective
  • To encourage women to increase their ability, confidence, performance and motivation in a bid to reaching the best solution when facing problems.
  • To assist women to become aware, understand and realise self potential and to build a positive character.
  • To assist women in knowing their rights especially in laws relating to marriage, divorce, accusation, etc.
Function
  • Receives complaints from women related to social and family matters.
  • Provide counselling service to women in need.
  • To channel complaints to related agencies.
  • Assists in providing temporary protection to women in need.
  • To maintain complain books and prepare reports and statistics.
  • To organise women development programmes according to identified fields.

The National Anti Drug Agency serves as an agency carrying out duties and programmes relating to the abuse of dadah among the community, race and religion. In connection thereto, the AADK’s objectives are:
  • To prevent an individual from becoming involved again with dadah.
  • To treat and rehabilitate a dadah addict.
  • To prevent re-addiction
  • To cut off supplies, distribution of and abuse of drugs
There are three main components behind the AADK which are :
  • Prevention Division
  • Treatment and Rehabilitation Division
  • Enforcement Division
There are two Rehabilitation Centres in Melaka offering full treatment and rehabilitation programmes to dadah addicts with modules and activities, arranged according to phase 1, 2, 3 and 4. Among the Rehabilitation Centres in Melaka are:
  • Tampin Rehabilitation Centre – For Hard Core Addicts.
  • Tiang Dua Rehabilitation Centre – For Young/Underage Addicts
Enforcement Division The Melaka AADK Enforcement Division is formed in line with the legal provisions for the enforcement of laws as follows: In order to co-ordinate and obtain complete training, AADK is conducting various courses and training to enforce the legal provisions starting from senior officers to the lower ranked officers.

(ALUMNI Association of the National Anti-Dadah Agency, Melaka Branch) PENDAMAI also known as ALUMNI is an ex-drug dependant association established at the national level in September 2002 at Dataran Shah Alam. Branches of Pendamai was subsequently formed throughout the country as a strategic companion with a close working relationship with AADK.

Alumni Association of the National Anti-Dadah Agency in Melaka assists AADK as a partner with other agencies and NGO. It also functions as a motivating partner to former dadah addicts and have initiated a Helping Hand group to assists and provide work and business opportunities. Pendamai also carriesy out various activities such as counseling, talks and advisory program to its members as well as providing welfare support to them.

The Melaka Stroke Foundation (YAAM) was officially launched by YAB Datuk Seri Mohd Ali bin Mohd Rustam, Chief Minister of Melaka on 1 April 2006 at Dewan Seri Negeri, Ayer Keroh Melaka.

Mission
  1. To increase knowledge on strokes for Melaka citizens from the aspect of prevention, rehabilitation and follow-up treatment.
  2. To assist by providing rehabilitation facility for stroke patients.
  3. To assist in improving self-confidence for stroke patients through seminar and counselling.
Vision
  1. To improve knowledge on stroke to as many as 4,000 people in 2006 through seminars, exhibitions and other methods.
  2. To enlist clinics and private hospitals involvement in working with the Foundation to help stroke patients as a step to reducing financial and psychology burden.
  3. To prepare complete data of stroke patients in Melaka.
  4. To provide one-stop treatment centres for stroke patients in Melaka.
Objective
  1. To educate public about danger of strokes.
  2. To prepare patients data in Melaka.
  3. To provide facilities for rehabilitation.
  4. To provide guidance and counselling to stroke patients.
  5. To organise education programmes to increase awareness as a stroke prevention effort.
  6. To assist in improving access and build one-stop stroke centres.
  7. To co-ordinate and establish smart partnership with Ministries, Government Agencies and Non-Governmental Organisations by having joint-activities.
Activities
  1. To improve public understanding about stroke through health seminar programmes organised.
  2. To establish co-operation with government and private clinics. The Foundation has since co-operated with the Alor Gajah, and Central Melaka District Health Departments, LPPKN and An-Nur Nursing Centre to obtain their expertise and knowledge on this disease.
  3. To motivate and improve self-confidence of stroke patients through experience sharing programmes in seminars. Former stroke patients who have recovered share their experiences with other patient and provide guides to other healthy people.
  4. To prepare complete database of stroke patients with the co-operation of State Legislative Assembly to obtain the latest patient name list. Till day, the total number of patients in Melaka is 302 as at July 2007.
  5. To complete the rehabilitate treatment for stroke patients.

The establishment of the Ministry of Women's Affairs was announced by the Prime Minister on 17 January 2001. The Ministry's functions were then widened and it was renamed the Ministry of Women and Family Development (KPWK) beginning from 15 February 2001. Subsequently, the Department of Women Affairs (HAWA) and the National Population and Family Development Board (LPPKN) were placed under the ministry. HAWA was then restructured and renamed Department of Women Development (JPW) .

After the eleventh General Election conducted in March 2004, KPWK's functions and responsibilities were expanded. On 27th March 2004, the function of the Social Development was transferred to KPWK from the Ministry of National Unity and Social Development. KPWK was then renamed the Ministry of Women, Family and Community Development (KPWKM). Under the new structure, 4 agencies have been placed under KPWKM

The Ministry of Women, Family and Community Development (KPWKM) under the helm of Y.B. Dato' Sri Shahrizat Abdul Jalil is responsible for increasing public awareness on the important role played by women and the family institution in achieving the country's development agenda. Public awareness is also being directed towards social development, especially in community welfare, which is vital in creating a caring and developed society in line with Vision 2020.

The National Family Planning Board was set up under the Population and Family Development Act No. 42, 1966 (Revised 1988) as a statutory body under the Prime Minister’s Department. The Focus Area: Providing services of Family Planning through clinical approach. In the year 1984, LPKN underwent a name change and was renamed the National Population and Family Development Board.

The focus areas were expanded in line with the revision of the Population and Family Development Act No. 42, 1966 (Revised 1988) as a statutory body under the Prime Minister’s Department. The focus of the Board is on the areas of development, family and population. In February 2001, LPPKN was placed under the jurisdiction of the Ministry of Women, Family and Community.

Human Development Management Sector Melaka Education Department The Melaka Education Department is an organisation that plays an important role in public and national development. As an institution involved in social and community welfare, there are several units providing support in the development of youth. Guidance and Counselling Service Fact: Assisting (using the questioning technique) someone (or group) to realise their potential (through education, vocational and psychology aspects) to the optimum level and achieve satisfaction/happiness which is useful to public.

Secondary schools in the state is now equipped with a counselling teacher.
