The State Legislative Assembly consist of the Governor as Head of the State, the Speaker of the House and the Legislative Assembly. The assembly comprise of 28 elected members in accordance the provisions of the Federal Constitution.
The Yang di-Pertua Negeri shall from time to time summon the Legislative Assembly to a sitting. He may address the Assembly. The Legislative Assembly unless sooner dissolved shall continue for 5 years. The Yang di-Pertua Negeri may dissolve the Legislative Assembly. When a Legislative Assembly is dissolved, a general election must be held within sixty days of the dissolution of the Assembly.
State Legislative Procedures
The State Legislative Assembly must carry out its own procedures and table the regulations of the Executive Council. The regulations of the Executive Council, approved via the State Legislative Assembly's resolutions, provides the behavioral conducts, priviledges and parliamentary procedures which oversees the proceedings during a session and the State Legislative Assembly's Committee meetings.
The quorum for a State Legislative Assembly session is at least one-third of the total members. Any member can inform the assembly about the decrease in the quorum at any time during a session. If the quorum is still less than required, the session may be postponed to the next day.
Assembly members can speak on any public related issues under the freedom of speech as provided by the State Legislative Assembly Ordinance (Privileges, Immunities and Powers), and the regulations of the State Legislative Assembly.
The basis of an effective State Legislative Assembly is due to the freedom of speech where the assembly puts certain limites through the regulations of the Executive Council and parliamentary practice.
Functions of a State Legislative Assembly
Other than the legal functions, the State Legislative Assembly has other important functions, such as:

To protect the legislation and rights to legislation of the state of Melaka and its people

As an arena to check and criticize policies and implementation of government projects, members of the State Legislative Assembly and those who are collectively responsible for the State Legislative Assembly. This can be seen during a proceeding where members can vote not to believe during the debate about government policies.

To approve supplies. No tax or expenses can be made against the Consolidated Fund unless allowed by law, approved by the State Legislative Assembly.

To represent the people in providing the forum to the assembly members to give feedback and openly discuss current issues through a special parliamentary privilege under the State Legislative Assembly's Ordinance (Privileges, Immunities and Powers), 1963. Issues discussed include public complaints or problems. This can be done through normal debate, appeals and such.

To determine types and benefits of laws brought to the State Legislative Assembly as well as to recommend necessary changes, if needed.

To check the public accounts to ensure that the funds are spent according to the parliamentary approval and according to the tax payer's interest.

As an arena to critically discuss about the government and implementation of its policies.
- To monitor the actions of the ruler as shown during the general discussion.

To protect and improve the interests of the people and the state by bringing up certain issues and to lessen the complaints during proceedings or using other methods as described by the regulations of State Legislative Assembly.

To elect selected committees to investigate by public hearing and reports

To enhance and use the special privilege and parliamentary procedures to enable the State Legislative Assembly to run the legislative functions effectively.
The Legislative Assembly shall from time to time choose of its members to be the Speaker and shall not transact any businesses while the office of the Speaker is vacant.
All sittings of the State Legislative Assembly are chaired by the Speaker.
The Yang di-Pertua Negeri (Governor) is a component of the State Legislative Assembly and has the authority to order the sitting and dissolution of the State Assembly. To pass the State Legislative requires his concurrence.
