ROLE OF THE CHIEF DIGITAL OFFICER (CDO) 

1. Lead digitalisation initiatives in ministries/agencies through the use of data, analytics, and digital technology.

2. Establish a data-driven culture within the public sector that adopts a principle-based approach through the use of data and digital technology.

3. Transform the delivery of digital services in ministries/agencies with a strong focus on customer experience, anchored on the Whole-of-Government concept through innovations involving data sharing, open data, and emerging technologies.

4. Assess, coordinate, and approve the requirements for digital services, Technical Service Design, and development budgets, as well as manage agencies in implementing digitalisation initiatives and projects.

5. Drive transformation through the alignment of the Ministry/State/Agency Digital Strategic Plan (PSP) by:
   
   • Ensuring the agency’s PSP is aligned with the Public-Sector PSP, including Risk Management and Change Management Plans.
   • Ensuring the agency’s Enterprise Architecture (EA) blueprint is in place.
   • Strengthening the agency’s digital governance structure and aligning the use of policies, standards, and global best practices.

6. Report on the implementation and progress of digital transformation to Yang Berbahagia Chief Secretary to the Government (KSN), as the Chairman of the Government Cluster under the National Digital Economy and 4IR Council, through the cluster secretariat.
