- “To produce educated, knowledgeable, and skilled Melaka citizens in various fields of knowledge through various forms of educational assistance and contributions.”
- To establish TAPEM as the primary catalyst agency in promoting and strengthening the determination of Melaka’s youth towards achieving and mastering a wide range of knowledge and advanced skills, enabling them to contribute to the development and progress of Melaka specifically and Malaysia generally.
The objectives of TAPEM’s establishment are:
- To assist in alleviating the financial difficulties faced by Melaka students studying in schools or higher education institutions, whether in secondary schools or public/private higher education institutions.
- To promote and enhance the quality of education among Melaka’s children and Malaysian citizens who usually reside in Melaka.
- To offer and manage the provision of:
- Higher Education Study Loans for Melaka students accepted into IPTA/IPTS recognised by the State Government.
- Small Scholarships and Incentive Scholarships for students in national secondary schools in Melaka and religious secondary schools within and outside Melaka.
- Financial Assistance for Primary Schooling according to criteria set by the State Government.
- Excellent Student Award Programme for students who achieve outstanding results in SPM, PMR, and UPSR examinations.
- Educational programmes as decided by the TAPEM Board and the State Government.
- Manage the provision of Higher Education Study Loans to Melaka students pursuing studies in IPTA and certain IPTS sponsored by TAPEM.
- Manage financial assistance for students entering higher education institutions (IPT).
- Manage the granting of scholarships (Regular/Asnaf) to secondary school students in Melaka.
- Manage the provision of School Assistance for primary school pupils.

To process and make payment for the Higher Education Loan within thirty (30) working days upon receipt of the complete agreement documents and examination results. |

(ii) |
To make payment for the Melaka Scholarship within fourteen (14) days after approval from the Board of Directors Meeting. |

(iii) |
To process and make payment for the Care IPT assistance within thirty (30) working days upon receipt of complete documents. |
|
(iv) |
To process and make payment for the Islamic Studies Bursary within thirty (30) working days upon receipt of the complete agreement documents and examination results. |

To process and make payment for the Malaysian Higher Religious Certificate within thirty (30) working days upon receipt of complete documents. |
